Delmar W. Tobin is a strategic human resources leader, researcher, and consultant with more than 20 years of senior leadership experience. He is dedicated to helping organizations build high-performing, inclusive workplaces through evidence-based people strategies, practical leadership support, and sound operational guidance.
Delmar holds a Master of Science in Human Resources from the University of Manchester, is a PhD candidate at Royal Roads University, and is a standing member of the Certified Human Resources Leader (CHRL) designation. His work is grounded in both academic rigor and real-world business experience, enabling him to support organizations in Canada, Guyana, the Caribbean, and Africa with thoughtful solutions that strengthen leadership, compliance, culture, and organizational performance.
Delmar C. Tobin
Information Technology
Delmar C. Tobin has eight years of experience working in fast-paced IT departments, across infrastructure and systems. He is known for troubleshooting complex issues and finding practical solutions under pressure.
His work spans the Microsoft environment end to end. He establishes patch management processes, plans and carries out Intune rollouts, administers Entra ID, configures registered applications, and runs virtualization in Azure, alongside the day to day IT operations that keep an organization moving. He also has a strong command of Linux operating systems, including server hosting and administration.
An Axis certified professional, Delmar has experience deploying access control solutions, including the Hirsch EG-2 controller for door access, and administering users and access rights through Active Directory integration.
